Preheat a skillet to medium heat, place the broccoli rice in the skillet with a ½ cup of water. Cover and bring to a simmer. Once the water has boiled down, removed the broccoli rice and transfer to a bowl.
Add the extra virgin olive oil to the pan with the halibut. Sprinkle the halibut with salt, pepper and red pepper flakes. Cook 5 minutes then flip and cook another 5 minutes until flaky.
While the halibut cooks, prepare the sauce by whisking the ingredients together in a bowl.
Place the cooked halibut over the broccoli rice, add the shredded carrots and grape tomatoes to the bowl. Pour ½ the sauce over each bowl then add sliced green onions for garnish.
